Middletown Township’s Adult Outdoor Basketball League

2012 Rules – College (NCAA) Rules with these notes below


1. Games will be on a running clock except for the last one minute of the first half

and two minutes of the second half. Clock stops for timeouts and free throws.

The clock will stop after made baskets only in the final minute of regulation (and

OT).


2. There will be two 20-minute halves. Each team will have four 90-second

timeouts per game.


3. Overtime (OT) will be four minutes and it will be a running clock, except for the

last 2 minutes. Team fouls will carry over into OT. Each team receives one

additional timeout per overtime in addition to the amount of timeouts remaining

for each team at the end of regulation. All four minutes of OT in any playoff

game will be stop time.


4. Technical Fouls: There are two classes of technical fouls - Class A and

Class B. Class A technicals are for unsportsmanlike conduct; Class B are for

misdemeanors like slapping the backboard while playing the ball, hanging on the

rim, delay of game, etc. A player who receives two Class A (unsportsmanlike)

technical fouls or any combination of three, Class A or B technicals, will be

ejected from the game. A technical foul results in two free throws for the

opposing team. Play is restarted at the point of interruption.


*Technicals for bookkeeping or uniform issues are administrative and result

in two free throws, but do not get directly charged to a player or team; play is

restarted at point of interruption.


Flagrant Fouls (FF): There are two penalty levels of FF - Flagrant 1 and

Flagrant 2. Any level of FF can be penalized to the offense or defense.


5. A FF 1 is defined as unnecessary contact while the ball is live. Often this is hard

contact while playing the ball or not. Pulling an opponent’s shirt directly from

behind in order to stop the play is also an example of a FF 1. A FF 1 results in

two free throws and possession of the ball to the opposing team.


A FF 2 is defined as unnecessary AND excessive contact. Contact deemed

excessively hard or to purposefully injure another player or fighting will be

considered a FF2. Players engaging in a “fight,” swinging, kicking, spitting, etc.

- whether contact has been made or not - will receive a FF2. Contact deemed

more than incidental while the ball is dead is considered a FF2. A FF 2 results in

immediate ejection of the offending player, two free throws and possession of the

ball to the opposing team.


Elbow Fouls: some incidental contact may occur with the elbows; however

contact made while excessively swinging the elbows results in higher penalties

depending on where contact is made. Elbow contact above the shoulders is

automatically a FF1, however may be upgraded to a FF2. Contact below the

shoulders can be considered a common foul or upgraded to a FF1 or FF2 if

excessively swinging and/or depending on the action and severity of the contact.


6. Flagrant and technical fouls will count as a personal foul and a team foul.


7. A player will be suspended for the next game after the third unsportsmanlike

technical foul or second ejection. After the suspension, the player can be

suspended again if he receives three more technical fouls or two ejections. This

rule resets for the playoffs.


8. A player fouls out with 5 personal fouls. A team is over the limit with 7 team fouls

in a half and in the double bonus with 10 fouls in a half. Over the limit results in a

1-and-1 free throw situation for the other team, while the double bonus results in

2 free throws.


9. If it begins to rain during a game: (a) games stopped before or at halftime will

resume at a later date and time from the point of suspension (continuation); (b)

games stopped in the second half are considered completed games and the

winner at the stoppage is declared the winner. During the playoffs, games will be

only suspended.


10. All teams make the playoffs. The 8th and 9th seeded teams in each conference

will compete in a play-in game: winners advance to the second round. We will

use bracket-style playoffs: with the top seed playing the lowest seed. Teams will

not be reseeded.


11. There are 2 conferences: 9 teams per conference. The winner of each

conference plays in the AOBL Championship. Teams are seeded in order

based on overall record (unless there is a tie). After the play-in games, each

conference has 8 teams in playoffs. The 1st seed plays the lowest seed

remaining in their conference; the 2nd seed plays the next lowest seed, etc.


12. Tiebreakers for conference champion (with 2 or more teams) will be decided in

this order: 1) head-to-head record; 2) conference record; 3) combined win total of

non-conference wins; 4) overall win/loss margin.


13. Tiebreakers for all other playoff seeds (with 2 or more teams) will be decided

in this order: 1) head-to-head record; 2) non-conference record; 3) record vs.

common opponents; 4) overall win/loss margin.


14. If a team does not have five players present, the game will be delayed up to 5

minutes. As long as a team has at least four players, the game can begin (and

will begin). If a player fouling out or being ejected leaves a team with fewer than

five players, they may continue to play with three or four players, but anything

less than three remaining results in a forfeit. The game is also declared a forfeit

if a team has fewer than four players to begin the game after waiting 5 minutes.


15. Each team captain must submit a Team Roster to Middletown Township prior to

their first game. Rosters will be frozen before the team plays its fourth league

game. Each team must provide a final roster before it takes the court for game

#4 if there are any changes and only players on the roster are allowed to play

the remainder of the games, including playoffs. No replacements will be allowed

for any reason after the final roster is submitted. Each player must play in a

minimum of five regular season games to be eligible to play in the playoffs. Each

team may have 7-10 players on its roster. There are no exceptions to anything

mentioned in Rule #15.


16. Anything in question during the course of a game will be determined by the

referees. Anything in question before or after a game will be determined by the

commissioner. The commissioner has the right to suspend or permanently ban

any player for any reason, including actions detrimental to the referees, league

and/or township property.


17. It is each captain’s duty to control the members of his team. If any player (or

anyone on the team’s bench) acts out of control towards the referees, the

referees will then have the right to end a game at any time and declare a forfeit

for that team.


18. Housekeeping Rules: A. you are forbidden from smoking in any Middletown

Township Parks. This includes the basketball area. B. Please keep your shirts on

around the basketball court area. Please change your shirt at your car. C. Please

refrain from using profane language. D. Your entire team must wear its official

Middletown Team Tee Shirt. A technical will be assessed for each player not in

the league sanctioned tee shirt before the game starts. After a warning of A, B,

or C, the team will be assessed a technical foul. Anyone on or near your bench is

considered your team. The technical(s) are automatically assessed for violation

of 18D.
